Marriage laws in the Bible?
Now we come to the laws that regulate the marital status. As you will see, they are very wise and protect women as well as men. All emanate from the seventh commandment that says «You shall not commit adultery» (Exodus 20:14 and part of the tenth that says: «You shall not covet your neighbor’s wife …» (Exodus 20:17).

What does the bible say about civil marriage?
A marriage is only valid as long as it is made before God and / or before a pastor or minister — that is, that their vows are made before God. A civil marriage or of any other nature that does not take God into account in the marriage ceremony is not valid.
The passage that you use as a reference for this is «what God has united, that man must not separate» (Mt.19: 6), understanding that, for God to unite them, the marriage must be made before him (the ceremony or wedding vows). If this is not done, then God did not join them, and therefore they are not joined in marriage.
However, the importance of getting married from a Civil point of view or under the laws of a nation, are fundamental. As Christians and believers in Jesus Christ, we must understand that we must be law-abiding.
